制度の背景：なぜ診断士の確認が必要になったのか
出入国在留管理庁は2025年10月16日、在留資格「経営・管理」の許可基準を改正しました。資本金要件の引き上げ（500万円→3,000万円）、常勤職員1名以上の雇用、日本語能力（B2相当）などと併せて、事業計画書の合理性・実現可能性について、中小企業診断士等の専門家による確認を受けることが求められています。
確認者になれるのは、日本の資格を持つ中小企業診断士・公認会計士・税理士で、かつ申請企業の役員・従業員でない第三者に限られます。

確認書を発行できない場合について
確認書の発行は、事業計画書の具体性・合理性・実現可能性を確認できることが前提です。確認の結果、そのままでは発行が難しいと判断した場合は、改善が必要な点を確認所見として書面でお戻しします。修正後の再確認1回までは料金に含まれます。再確認後も合理性・実現可能性を確認できない場合は、確認書を発行できないことがあります。
情報管理・守秘義務について
お預かりする事業計画書、財務資料、会社情報、個人情報等は、本サービスの確認業務の目的に限って使用します。第三者に無断で開示することはありません。必要に応じて、秘密保持契約の締結にも対応します。

Q.確認すれば必ず確認書を発行してもらえますか？
A.計画の合理性・実現可能性が確認できることが前提です。詳しくは上記「確認書を発行できない場合について」をご覧ください。
Q.行政書士からの依頼でも対応できますか？
A.はい。申請書類の作成・申請取次・入管対応は行わず、事業計画書の確認と確認書発行のみを担当します。案件ごとのスポット依頼を歓迎します。
Q.どの段階で依頼すればよいですか？
A.事業計画書のドラフトができた段階でご相談ください。売上計画・資金計画・事業内容の根拠資料があると確認がスムーズです。
Q.急ぎの案件にも対応できますか？
A.通常は必要資料とご入金の確認後、3営業日目安です。お急ぎの場合は、資料の状況と希望納期を添えてご相談ください。
Q.確認書の様式は指定できますか？
A.使用予定の様式がある場合は、事前にご相談ください。内容を確認のうえ対応可否を判断します。
Q.確認書を発行すれば、ビザは必ず許可されますか？
A.いいえ。確認書は事業計画書の確認結果を示すものであり、在留資格の許可を保証するものではありません。
Q.日本語以外の事業計画書でも対応できますか？
A.確認の対象は日本語の事業計画書です。面談・やり取りも日本語で行います。
Q.事業計画書の作成から頼めますか？
A.申請書類としての事業計画書の作成代行は行いません。計画の内容を経営の観点から整理する相談（スポット）は別途対応可能です。

Business Plan Confirmation for the Business Manager Visa (Certified SME Management Consultant)
Overview
Under the revised landing permission standards for the “Business Manager” residence status (経営・管理) effective October 16, 2025, applicants must have their business plan confirmed by a qualified third-party expert: a Certified SME Management Consultant (chusho kigyo shindanshi), a certified public accountant, or a licensed tax accountant — each holding a Japanese qualification and not serving as an officer or employee of the applicant company. RMC Business Lab provides this confirmation and issues the confirmation letter as a Certified SME Management Consultant.
- Fee: JPY 50,000 (excluding tax), covering the review and issuance of the confirmation letter
- Turnaround: approximately 3 business days after all documents are received and payment is confirmed
- Available nationwide: the entire process is completed online (Zoom and email)
- Referrals from certified administrative scriveners handling immigration procedures (gyoseishoshi) are welcome. We do not prepare visa application documents, act as an application agent, or communicate with the immigration office on behalf of applicants, so our work does not overlap with theirs

Documents to Prepare
- Business plan
- Company overview (for companies not yet established: materials describing the planned business)
- Supporting materials for the revenue, profit, and funding plans
- For existing businesses: recent financial statements or trial balances
Documents concerning the formal requirements of the application — such as the certificate of registered matters, capital, or office lease — are not needed for our review; these are handled by the administrative scrivener (gyoseishoshi) managing the application. Our review covers the substance of the business plan only.
Process (5 Steps)

- Document submission and quotation: send us the business plan and basic materials; we confirm whether we can take the case and what documents are needed
- Payment and start of review: payment by bank transfer in advance; the review starts once payment and all documents are confirmed (the 3-business-day turnaround begins here)
- Review and interview (if needed): we may ask for an online meeting of about 30 minutes to discuss the plan
- Issuance of the confirmation letter: if improvements are needed, we return written comments; after revision, we re-review and issue the letter
Background: Why Confirmation by a Consultant Is Now Required
On October 16, 2025, the Immigration Services Agency of Japan revised the permission standards for the “Business Manager” residence status. Alongside a higher capital requirement (from JPY 5 million to JPY 30 million), the employment of at least one full-time staff member, and a Japanese language requirement (CEFR B2 level), applicants are now required to have the feasibility and consistency of their business plan confirmed by a qualified expert such as a Certified SME Management Consultant.
Eligible confirmers are limited to holders of Japanese qualifications — Certified SME Management Consultants, certified public accountants, or licensed tax accountants — who are independent third parties, not officers or employees of the applicant company.

If a Confirmation Letter Cannot Be Issued
Issuance requires that the plan’s concreteness, consistency, and feasibility can be confirmed. If the plan is not yet ready, we return written comments on what needs improvement; one re-review after revision is included in the fee. If the plan still cannot be confirmed after the re-review, a confirmation letter may not be issued. The confirmation letter does not guarantee that the residence status will be granted; the final decision rests with the Immigration Services Agency.
Confidentiality
Business plans, financial materials, company information, and personal information entrusted to us are used solely for the purpose of this confirmation service and are never disclosed to third parties without consent. A non-disclosure agreement can be concluded upon request.
FAQ
Q.Will a confirmation letter always be issued after the review?
A.Issuance requires that the plan's feasibility and consistency can be confirmed. See “If a Confirmation Letter Cannot Be Issued” above.
Q.Can an administrative scrivener request the confirmation on behalf of a client?
A.Yes. We handle only the review of the business plan and the issuance of the confirmation letter; case-by-case spot requests are welcome.
Q.Can you review a business plan written in a language other than Japanese?
A.We review business plans written in Japanese only. Meetings and correspondence are also conducted in Japanese.
Q.Can you write the business plan for us?
A.We do not prepare business plans as application documents. Separately, we can offer spot consulting to help you organize the substance of your plan from a management perspective.
Q.Does the confirmation letter guarantee that the visa will be granted?
A.No. It presents the result of our review of the business plan and does not guarantee permission of the residence status.
